〜オランダ遊び場事情 ２〜
オランダの都心では一戸建てがめずらしく、ほとんどが３－４階建てのアパートです。よくそれが中庭のまわりをぐるりと一周して、ロの字型の街区になっています。中庭は長方形に分割され、1階に住む人の庭になっていますが、たまに不定形なものが中途半端に残ってしまうことがあります。その部分を児童公園にしているものを、ロッテルダム市ではよく見かけました。
これはその一つ、ニューウェスタ地区のもの。左が入口です。アパートの入口と思いきや、中トンネルをこえると、中庭の公園にたどりつきます。トンネルの壁には、可愛い絵がいっっぱい。明るく演出されています。
だいたい管理人さんが常駐していて、開園時間を決めて運営しています。 この"De Zandtuin"（砂の遊び場。公園ごとにテーマがあるのも面白い！）にも、子供好きのおじさんの管理人さんがいて、朝の９時から夕方６時まで開いていました。ボールや自転車、スコップやフラフープなどの遊び道具をいっぱい貸し出しているので、わざわざ自分のものを持っていかなくていいから便利です。
小さな売店もあり、アイスや駄菓子、そして大人のためのコーヒーも５０円で出してくれていました。オムツ代えができるトイレもあります。ささやかに、お花の手入れもされているのが、とても気持がよいです。
遊具はチビっコから小学生までの遊びをくまなくカバーするよう、すべり台でも大小３つありました。安全のために、小さい子のためのエリアが柵で区画されているのは少し不便でしたが、北ヨーロッパでは子どもの遊び環境の安全に対する基準がとても発達していて、地面はゴムタイルか木チップでカバーされていたり、柵の高さや間隔なども法律で厳しく定められています。
遊具のデザインも、シンプルな素材を使い、ちょっと明るく色を添える工夫が、たくさんみられます。愛情いっぱいです。回転木馬のような変わり種から、井戸やプールなどの水遊び場、ドラムを土につっこんだようなそっけないものまで。いろんな種類の遊具がぎゅうぎゅうにつまっているので遊園地みたいで楽しいのです。
なんといっても、おじさんが入れてくれるコーヒーが最高！
退屈な公園の付き添いも、たちまち｢お茶している気分｣になれます。バルコニーでのおしゃべりや、トランペットの練習の音など、まわりのお家からの気配に守られている感じ。なんともアットホームな気分になります。
4時になると日が暮れてしまうような寒い暗い国だからこそ発達した、環境でしょうか。
こういうデザインも良くて、居心地のいい無料の遊び場が、オランダにはごろごろありました。駐在のおじさん達は、雇用安定の政策のもとで、市やNPOが連携して人材育成や派遣、運営を行っているということでした。
日本でも、北欧の遊具を置いたり、プレイパークのような遊び場が増えて来たていますが、このように都市計画をからめたイキなしくみは、まだまだ少ないように感じます。東京に戻るたびに、何とかならないのかなあ、とはがゆい気持になったものでした。大人も子どもも、ワクワク楽しく過ごせるような環境をつくる仕事がしたいなあ．．．！ と、思うきっかけになりました。
